31.08.2018: Haryana Public Service Commission has Re-Opened the Online Application Process for Haryana PSC H.C.S (Judicial Branch) Examination – 2017



In continuation of Advertisement No. 6 of 2016 published on 20.03.2017 in various newspapers, the Haryana Public Service Commission invites online applications from eligible candidates for the posts of Civil Judge (Junior Division) in the cadre of Haryana Civil Service (Judicial Branch).

Age limit


Candidate should not be less than 21 years and not more than 42 years. 

Educational Qualification


No person shall be eligible to be appointed a Civil Judge (Junior Division) unless he holds a degree of Bachelor of Laws from a University established by the law and approved/recognized by the Bar Council of India.

The expression “Degree of Bachelor of Laws” means a degree entitling a candidate to be enrolled as an Advocate under the Advocate Act, 1961, and the rules made there under.

About HPSC

 The Public Service Commission or the PSC has been a prominent body at the State as well as the Union Level embarking the presence of a Constitutional Force behind a democratic India. Development of such bodies was assented in 1924 under the Chairmanship of Lord Lee, who had clearly realized the need to accept the Mountagu-Chelmsford Report’s principle demand for Indianization of Civil Service post that were ranked high. In the year 1966, Haryana found itself as well as its Public Service Commission with Sh. Darbari Lal Singh, Sh. Dalbir Singh and Sh. Bhim Singh, IAS as its members.
 The current Haryana PSC has Sh. Manbir Singh Bhadana as its Chairman and Sh. Jai Singh Sangwan as its member. The Haryana PSC has a separate section of RTI or Right to Information whereby the commission provides a timely feedback to all its citizens in respect of their queries and grievances. Other function of the Haryana PSC involves Weeding of various records that come to them by way of any specific authority or by the public in general, maintain the rules and norms of HPSC and segregating work among the chosen official through vivid course of actions.
 All the reporting and acknowledgements considered by the Haryana PSC is given a legal state whereby it is valid throughout the nation on a legal note. People can easily approach the Haryana PSC with their persisting query provided it belongs to the jurisdiction of the commission

HPSC HCS (Judicial Branch) Admit Card 2018 


Candidates who applied for this Exam must have a valid admit Card or Hall Ticket to enter in prescribed Exam Centre of this exam conducting by HPSC. Admit cards will be available Soon on the official website of HPSC. No Admit Card or Hall Ticket will reach home of Candidates by post, it can only be download in upcoming dates before exam.

HPSC HCS (Judicial Branch) Syllabus 2018


Preliminary Exam:
  • The question paper of pre exam will be Objective Type.
  • The question paper for Preliminary Examination shall be of Two Hours Duration.
  • It shall consist of 125 questions and each questionshall carry 04 marks.
  • There Will be a Negative Marking. For every wrong answer 0.80 mark shall be deducted.
  • The candidate shall be expected to have a general and basic over view of the main subjects and also the ability to answer questions on current events of national and international importance, Indian legal and constitutional history and governance. The candidate shall also be tested for his analytical skills , reasoning and aptitude.
  • The standard of the question paper shall be of Law graduate level.
  • There will, however, be no negative marking in respect of un-attempted questions.
Note: Candidates Should get Minimum 150 marks (read 100 marks for all reserved category candidates) in the Preliminary Examination.
Main Exam:
The Main Examination shall consist of six papers five written and a viva voce. The description of papers and the syllabus shall be as under:-
Paper – 1 Civil Law – 1Code of Civil procedure, Punjab Courts Act,  Indian Contract  Act, Indian partnership Act, Sale of Goods Act, Specific Relief Act, Indian Evidence Act and Haryana Urban (control of rent and eviction) Act, 1973.200 Marks
Paper – II – Civil Law – IIHindu Law, Mohammadan Law and Customary Law, Law of Registration and Limitation.200 Marks
Paper – III Criminal LawIndian  Penal  Code, Criminal  Procedure  Code  and Indian Evidence Act,200 Marks
Paper – IV EnglishThe English paper will be of 200 marks and consist of the following:-
1. English Essay (1000 – 1100 words)
2. Precis
3. Words and Phrases (Make sentences of the given words and Phrases)
4. Comprehension
5. Corrections

Paper – V LanguageHindi (in Devnagri Script)100 Marks
Paper – VI Viva – VoceTo   judge   the   personal   qualities   of   the  candidates.  The  viva – voce  shall  relate  to  the  matters  of  general  interest  and  is  intended  to  test the candidates’ alertness, intelligence and  general   outlook.   it   shall   be   conducted   in  English.200 Marks
(i) Main Examination will be subjective/narrative type. Main Examination will be conducted in English Medium except for language paper.
(ii) Copy of Bare Acts of legislative enactments only shall be supplied.
(iii) Each written paper shall be of three hours duration.
(iv) The standard of the language paper shall be that of Matriculation Examination of the Board of School Education, Haryana.
Language paper (v) shall comprise the following: –
(a) Translation of an English passage into Hindi : 20 Marks

(b) Explanation of Hindi passage in prose and poetry in the same language : 30 Marks
(c) Composition (essay), idioms and corrections : 50 Marks

Total : 100 Marks
